Lane County Government - The Eligible Applicant
Lane County's commitment to improving the quality of life spans a broad range of community development projects. As a government agency, Lane County has the opportunity to apply for funding from various sources. One source of money we can apply for initially comes from the federal government.
The Housing & Urban Development Department (HUD) allocates CDBG funding to state-level governments for distribution to eligible cities and counties. The Oregon Economic & Community Development Department (OECDD) then allocate funds to eligible projects.
Lane County currently has four open CDBG-funded projects:

Who Can Apply Only non-entitlement (non-metropolitan) cities and counties in rural Oregon can apply for and receive grants. Urban (entitlement) cities: Ashland; Bend; Corvallis; Eugene; Medford; Portland; Salem; and Springfield and counties: Clackamas; Multnomah; and Washington are not included in the state's 2006 Community Development Block Grant program because they receive Community Development Block Grant funds directly from the U.S. Department of Housing and Urban Development.
Eligible Projects Under the 2006 CDBG Method of Distribution the following types of projects are eligible for funding subject to the applicant need, availability of funds and any other restrictions in the 2006 Method of Distribution. It is not possible to determine how much, if any, grant funds may be awarded prior to an analysis of the application and financial information. The maximum grant possible for any individual project under the 2006 program are:

Criteria and Limitations
The project must meet the following criteria:
1.) Benefiting low- and moderate-income persons
2.) Prevention or elimination of slums or blight
3.) Community development needs posing a serious and immediate health or welfare threat
| Economic Development Extensions of publicly owned infrastructure to serve industrial/commercial developments; Acquire, develop, construct improvements to and otherwise improve real property; Establish economic development revolving loan funds
Microenterprise Assistance Provision of technical assistance, advice and business support services to owners of and persons developing microenterprises
Public Works (infrastructure) Improvements Improvements to public water and wastewater systems; Brownfield Redevelopment; Downtown Revitalization
Housing Rehabilitation* Rehabilitation of single family housing occupied by low- and moderate-income persons
Housing Resource Centers* Provision of information and referral services regarding affordable housing
Public/Community Facilities There are numerous types of facilities eligible for funding under this category such as: Shelters for victims of domestic violence; homeless shelters; senior centers; food banks; adult learning centers; transitional housing, etc.
Community Capacity/Technical Assistance Grants Internal grants for the development of local capacity and provision of technical assistance to local governments
Emergency Grants Grants for bona fide emergencies, declared as a "State of Emergency " by the Governor
