The Secure Rural Schools and Community Self Determination Act of 2000
Obtained Congressional approval in 2000 through the efforts of U.S. Senators Gordon Smith and Ron Wyden, and U.S. Representative Peter DeFazio. The Act helps counties that have high percentages of federal timberland, which is exempt from property taxes.
Lane County is comprised of 54 percent federal lands and due to declining timber receipts experienced local service system depletion, deferred maintenance and management of federal lands, seriously constrained K-12 budgets for rural schools districts, and a backlog in funding for roads and public transportation, and a public safety system serving more population with less funding. Through 2006, a total of $20.7 million in additional dollars will go annually to roads, schools, public safety and human service programs. After 2006, renewed funding must be passed.
Under the Secure Rural Schools and Community Self-Determination Act, there are three titles.

$11.8 million in Title I funds for roads, schools, and the county's general fund and approximately

$4.4 million for Title II federal projects, which are determined by Resource Advisory Committees.

$4.4 million for Title III in categories including Search, Rescue and Emergency services, Community Service Work Camps, Easement Purchases, Forest-related Education Opportunities, Fire Prevention programs.
Funds for the Act come from two sources: Bureau of Land Management, and National Forest Service
