This project is multi-faceted and requires a variety of land use and building applications to be processed and considered concurrently. Those applications as part of the proposal for the Mill Race multi-use path are described below:
A request for Planning Director Approval for a Special Use Permit for a Transportation Facility within the Exclusive Farm Use (E-25) Zone for the proposed Mill Race multi-use path pursuant to Lane Code 16.212(4)(o)(iv) for an approximate 2,800 foot linear multi-use pedestrian and bicycle path.
A request for Planning Director Approval of a Setback Variance to the 10 foot setback standard for a proposed single-span bridge (Mill Race Bridge) structure pursuant to Lane Code 16.256. The bridge is proposed to be used or the pedestrian and bicycle multi-use Mill Race Path. The Setback Variance for the approximate 84 feet long 10 feet wide bridge request is within Tax Lots 1300, 1600 and 1606 as shown on applicant’s sheets L218 and S202.
A request for Planning Director approval for a Greenway Development Permit for the multi-use Mill Race Path to address the standards found in Lane Code 16.254. Aspects of the development proposal are applicable to Statewide Planning Goal 15 Standards for The Willamette River.
A request for a Floodplain Development Permit Approval for two single-span pedestrian bicycle use bridge structures located within the 100-year flood hazard area pursuant to Lane Code 16.244. The Mill Race Bridge is approximately 84 feet long and 10 feet wide on Tax Lots 1300, 1600 and 1602 as shown on applicant’s submitted materials, Sheets L218 and S202. A Wetland Bridge is approximately 52 feet long and 10 feet wide and traverses within Tax Lots 1600 as shown on Sheet L220 & S203.
A request for a Floodplain Fill / Removal Permit approval for approximately 2,118 cubic yards of fill, and approximately 514 cubic yards of fill removal pursuant to Lane Code 16.244 for construction of the Mill Race
