CIP10/14 Published

On May 6, 2009, the Board of County Commissioners (BCC) conducted a Public Hearing on the draft CIP 10/14. The Board deliberated and adopted the draft CIP 10/14 on the same day. The full adopted CIP 10/14 publication in pdf format can be viewed from this link . A limited quantity of hard copy prints will be avaialble for distribution. Public Hearing on Draft CIP10/14 with BCC Scheduled

The second public hearing on the Draft CIP 10/14 has been scheduled for May 6, 2009. The Board of County Commissioners (BCC) will hear public comments on the Draft CIP 10/14 recommended by the Roads Advisory Committee (see RAC action below). The time and location of the hearing is as follows:

Update 3/26/2009

RAC Recommendation on Draft CIP

The Roads Advisory Committee at its March 25, 2009 meeting provided a recommendation for the Draft CIP 2010-2014(Draft). The committee endorsed an updated Draft which includes a new guardrail project on Jasper-Lowell Road in addition to other projects contained in the released version of the Draft. Click here to view the updated Draft. Staff will take this recommended Draft to the Board of County Commissioners (BCC) in late April or early May 2009 for approval. The public will be provided with another opportunity to comment on the recommendation at a public hearing before the BCC. The hearing date, time, and location  details will be posted on this website as well as in the Register Guard.

Draft CIP1014 Release and Public Hearing Notice

The process for the Lane County Capital Improvement Program Fiscal Years 2010 through 2014 has begun. Staff prepared a Draft CIP 10-14 (Draft) for the Roads Advisory Committee's (RAC) review. The RAC released the Draft for public review in anticipation of testimony at its meeting on January 28, 2009. The complete released documents can be viewed / downloaded by clicking on this link. The RAC will be hearing public comments on the Draft at 7 pm on February 25, 2009 at the location given below.

The Draft has been prepared based on the County's financial outlook in the next 5 year CIP cycle. No new roadway improvement projects have been added. However, the Draft continues to focus completing previously programmed projects. The Draft also recommends the RAC review the SB 994 funded project lists in light of new developments following the Board's CIP adoption last year.

The RAC is also accepting written comments until March 6, 2009. Comments received at the above address within the 30 day comment period will be reviewed by the RAC. The RAC will provide a recommendation on the Draft to the Board of County Commissioners at its March 25, 2009 meeting. You are also encouraged to provide testimony before the RAC members at the Public Hearing.The released document contains the following materials.

RAC Memo - In this memo, staff introduces the Draft CIP 10-14, describes projects, and discusses the methodologies used for project selection and scheduling.

Draft CIP10-14 Summary Tables - This link opens attachment 1 to the memo. These tables show the proposed schedule of projects and estimated costs over the five-year program.

SB 994 List A and B (CIP 09-13)- Last year, the Board adopted List A and B containing county and city proposed projects. The memo recommends reviewing these lists in light of a changing funding situation.

SB 994 Fund Allocation Plan (CIP 10-14)- This is a revised project list proposed for SB 994 funded projects.

Project Information Sheets-  Some of the projects included in the Draft are illustrated and provided with additional project related data for better understanding of project scopes.

CIP 10-14 Project Prioritization Matrix- This spreadsheet shows the relative benefit of individual projects considered for inclusion in the Draft.

A project request for a guardrail installation project on Jasper-Lowell Road was received during the January 28, 2009 meeting. The request letter has been entered into the records, and available for public viewing at this link or from the table below.

CIP10/14 Kick-off Meeting Scheduled on 10/30/2008

The CIP10/14 cycle has begun. Staff is reviewing the projects in the CIP 09/13. Status of the approved projects, new candidate projects, funding will be discussed in the meeting.
