Budget Recommendations/Options:
The following recommendations and options include both financial and service issues organized by the six priority goal areas. The HSC will consider approval of recommendations to provide direction to staff in formulation of a budget and business plan for FY 2005-2007.
- Ensure basic health essentials of nutritious food, safe shelter, and a warm home.

- Review potential to reduce operational costs by providing services at fewer sites while maintaining county-wide access.
- Review the regional geographical distribution of funding to support accessibility of services.

- Implement new EWEB Energy Share Plus program.
- Implement new federal REACH grant program.
- Pursue a City of Eugene sewer and waste water bill assistance program.
- Develop and approve 10-year plan for eliminating chronic homelessness.
- Keep people well and physically and mentally fit.

- Transfer Mental Health Crisis Line budget responsibility to Lane County Mental Health and Lane Care.
- Have County review cash-flow options for the CHC.
- Consider restoration of healthcare and dental agency payments to FY 2002-2003 funding level.
- Business Plan
- Implement a low-cost prescription program through the CHC 340B program and pharmaceutical company patient assistance programs.
- Increase school-based health services through a 330 grant application for Eugene and Cottage Grove. Increase Services at CHC school-based health sites.
- Create a rural & migrant health care outreach program.
- Investigate co-location of CHC services at partner sites to increase access to care.
- Create a coordinated care program for HSC sponsored health care under the CHC that increases funding and leveraging opportunities. Include behavioral health services and detoxification contracted services.
- Support safety from all forms of abuse and prevent violence.

- Determine position on financial support for the Domestic Violence Council.
- Business Plan
- Consider development of a Public Guardianship program for the disabled.
- Consider development of a teen dating violence prevention and advocacy.
- Consider development of gang prevention and intervention program.
- Stabilize at-risk people through outreach and education to move them to a safer and healthier lifestyle and environment.

- Continue to give priority support for outreach and education for at-risk and homeless youth and the mentally-ill.
- Business Plan
- Consider outreach and education support for HIV and needle exchange program.
- Consider support for suicide prevention training in the schools.
- Consider use of outreach health promoter model.
- Implement new and continue existing energy conservation education programs.
- Improve the stability and self-reliance of people.
- Budget
- Apply for increased federal funding and foundation grants.
- Create a small grants program for local governmental support of services not bundled with dedicated revenue for planned purchased services.
- Business Plan
- Work with the Housing Policy Board to encourage development of more supportive housing with coordinating services.
- Review the possibility of a joint partnership with the Workforce Development Partnership for job opportunities for HSC participants.
- Review role local government should play in affordable childcare to promote self-sufficiency.
- Assist people to access services to become healthier and more secure.

- Work with United Way to support the creation of a 211 Information and Referral Line. Shift remaining reduced I&R support to 211.
- Implement the recommendations for the 10-year homeless plan (once formulated) to encourage access to mainstream services to prevent homelessness.

- Implement potential HUD Grant for improving access to mainstream services.
- Replace declining Medicaid funds available for Veterans Services with HSC funds to maintain the service level.
