STRIPING
We will be striping identified roads this week.  The City of Eugene is performing the striping at the request of Lane County.

Roads being striped are:

You may be wondering why we are treating roads that appear to be in good shape?

A small investment in surface treatments now will prevent more costly complete rebuilds later. The treatments we are using are part of our preventative maintenance program designed to efficiently extend the life of existing pavement surfaces. By the time you see severe cracking and potholes, it is too late for these treatments and more costly heavy maintenance is required like dig outs, overlays, or reconstruction. If we can apply these cost-effective treatments at the right time, a pavement's life-cycle can be extended another 5 to 7 years. This practice represents a wise use of the public's money.

PROJECT DETAILS

The projects consist of a combination of chip seals, slurry seals, fog seals, microsurfacing and overlays.  You need to be aware that there will be times when access will be very limited while crews work and materials cure.  Your vehicles need to be off the roadway when our maintenance crews or contractors are working in your area.  Bicycle and pedestrian access will also be limited.  We are also concerned about the safety of children and pets that may get close to machinery or come into contact with hot oil materials.

2009 Chip Seals: August 2009
(Approx. $250,000)

The chip seal and slurry seal projects planned for 2009 generally cover the neighborhoods of Knapp Lane, Knoop Lane, Park Avenue, Elkay Drive, W. Hilliard Lane, Horn Lane, N. Park Avenue, and Howard Avenue.

A chip seal is a mixture of aggregate and asphalt cement applied as a sealcoat. The hot asphalt cement is sprayed on the pavement and the aggregate sprinkled on the surface with a machine.

Starting the first week in July, Lane County Road Maintenance crews will be in the area.  Work times will be between 7:00 a.m. and approximately 4:00 p.m. Monday through Thursday involving several dump trucks, an oil distributor truck and a rock spreading machine.  Typically, chip sealing will occur quickly; not staying in one place very long.  It is important for the week of July 6 that you not park your vehicles in the roadwayif you live along one of the roads identified as receiving a chip seal (see map).  Lane County will tow, at the owner’s expense, any vehicle that is in the way of chip seal application.

Protect your pets!

The chip seal process uses a hot oil process that is applied at over 230° F and can cause serious burns to animal paws as well as sticking to and burning fur.  Please take the necessary extra precautions to protect your pets from this hazard.  There will be two people on each side of the rock spreading machine specifically working to keep animals away, but they can only do so much.  We need your help too.  No one wants to see your pets hurt.

Fog Seals Come Later

In September 2009, crews will return to the chip sealed streets to apply a fog seal coat that will bind the surface and lock the aggregate in place.  This is done later as a separate process after the all chip seals are completed in the County.  The River Road area represents about 11 miles of the planned 100-mile 2009 Chip Seal program.

2009 Slurry Seals: July – August
(Approx. $200,000)

A slurry seal is a mixture of fine aggregate and emulsified asphalt that is mixed together and then spread on roadway surfaces. It is typically applied to less travelled residential roads.  The slurry seal provides a new wearing surface, and is a cost effective treatment extending the life of a pavement.

The slurry seals will be applied by a contractor.  The contractor will be responsible for providing Lane County a schedule of work informing the public of road closures or limited access.

2009 Microsurfacing:  July - August 2009
(Approx. $500,000)

Lane County is trying out a new-to-us preservation technique on River Road called microsurfacing.  Microsurfacing is a polymer-modified cold asphalt paving system. It is designed to provide a long-lasting wearing surface on good, strong pavements.  It adds about 3/8" thickness to the existing surface as opposed to an asphalt overlay that adds 1½ to 3 inches of thickness.

Microsurfacing will occur on two sections of River Road between Hoyt Avenue and Federal Lane and between Maxwell Road and Horn Lane. The work will be performed by a contractor during the weekends to avoid peak traffic times.

The surface cannot be disturbed by traffic until it has “set up” and therefore will close off access to side streets when crossing intersections until the proper curing time has passed.

Alternate routing is readily available for residents on the west side of River Road.  Less so, for residents on the east side of River Road, especially between Maxwell and Horn where there is no way out except by access to River Road.  In these areas, we will work with the contractor to ensure special attention will be paid to residents needs and communication of construction timelines is especially timely.

2010 Overlays

We want residents and road users to be aware of future projects as well so that they can understand why some streets are being treated while others remain untreated that appear to be in need of maintenance.

In 2010, under the American Recovery and Reinvestment Act of 2009 (ARRA), or Stimulus Bill, Lane County has been awarded funds for overlays of N. Park Avenue, Lake Drive, Park Avenue, River Loop #1, and River Loop #2 in the summer of 2010.  These projects will be standard 2” asphalt concrete overlays performed by a contractor.  A separate outreach effort will be initiated for these projects as we get closer to actual construction next year.
