Notice is hereby given that sealed responses for LCP 2008-04 Inmate Trust Accounting and Commissary Services shall be received by Michael Barnhart, Department of Management Services, 125 E. 8th Avenue, Eugene, Oregon 97401 until the hour of 2:30 P.M. PST on May 13, 2008 after which time all proposals received in proper form shall be publicly opened and recorded.
The scope of work generally consists of providing Inmate Trust Accounting and Commissary Services for inmates in the Lane County Jail, Community Corrections Center, and Forest Work Camp.
Request for Proposal (RFP) documents may be obtained electronically by download from the either the main Lane County internet website under the RFP heading, or the Sheriff’s Office, Corrections Division website, both at http://www.lanecounty.org Requests may also be made in person to Michael Barnhart at Lane County Management Services, Financial Services Division, 125 E. 8th Avenue, Eugene, Oregon 97401 or by sending your complete name address and telephone number to the above address.
All communications related to this RFP should be made by mail or by e-mail to michael.barnhart@co.lane.or.us. The secured electronic copy of the RFP and its addenda maintained by Lane County shall be the master and controlling document.
Addenda
Any changes to or interpretations of RFP documents shall be accomplished by Addenda which, if issued, will be posted to the Internet and may be read or downloaded from the Lane County web site at http://www.lanecounty.org. A copy of the addenda will also be available from Michael Barnhart.
It is the Vendor’s full responsibility to obtain from Lane County all addenda issued prior to the proposal submission deadline. Addenda so issued are to be covered in the proposal and are part of the proposal documents. Failure to address matters contained in addenda could lead to rejection of entire proposal as non-responsive. Vendor or any third party interpretations, corrections or changes made in any other manner will not be binding, and Vendors shall not rely upon such interpretations, corrections, or changes. In case of doubt or differences of opinion as to the interpretation of provisions of the RFP, the decision of Lane County shall be final and binding upon all parties.
Vendors who have submitted the Acknowledgement of Receipt of RFP form (Attachment M of the RFP) by 5:00 P.M., PST April 22, 2008 will be notified via e-mail when addenda are issued.
Procurement Library
A Procurement Library has been established for this RFP. The documents in this library include information which is intended as support or background information to assist Vendors, and are not required to be included or addressed in a proposal. There is no requirement for Vendors to access the Procurement Library but vendors are encouraged to review documents in the Procurement Library in preparation for the development of their proposals. Lane County has made documents in the Procurement Library available in electronic format available for viewing at the bottom of this page.

Lane County may change the proposal submission deadline and opening and will post notice of any such change on the website and notify anyone who has returned a completed Acknowledgement of Receipt of RFP form by the required deadline.
