CIP 09/13 Published

On May 7, 2008, the Board of County Commissioners (BCC) conducted a Public Hearing on the draft CIP 09/13. The Board deliberated and adopted the draft CIP 09/13 on the same day with the addition of Lowell Assisted Housing General Construction Project. Draft CIP 09/13 Hearing with BCC Scheduled

The second hearing on the draft CIP 09/13 has been scheduled for May 7, 2008. The Board of County Commissioners will hear public comments on the draft CIP 09/13. The time and location of the hearing is as follows:

Draft CIP 09/13 RAC Recommendation

The Roads Advisory Committee in its March 19th, 2008 meeting, deliberated the public comments on the draft CIP and the staff recommendation (scroll down to find the links to the project information). The RAC provided a recommendation to the BCC that staff's recommendation and project list be adopted. Staff will take this recommendation to the BCC for adoption. The public will be provided with another opportunity to comment on the recommendation in early May at a public hearing before the BCC. The hearing date, time, and location  details will be posted at this website as well as in the Register Guard.

Draft CIP 09/13 Staff Recommendation

Draft CIP09/13 Release and Public Hearing Notice

The process for Lane County capital improvement programming for Fiscal Years 2008/09 -2012/13 has begun. Staff prepared a draft Capital Improvement Program (Draft CIP 09-13) for the Roads Advisory Committee's(RAC) review. The RAC approved release of the Draft CIP 09-13 for public review in its January 23, 2008 meeting in anticipation of public comments. The RAC is hearing public comments in a public hearing scheduled for February 27, 2008 at 7 pm. The location of the hearing is given below.

The Draft CIP 09-13 reflects a projected decrease of capital improvement projects resulting from the anticipated loss of federal timber receipt payments to the County. The projects included  in the draft are the continuation of the projects programmed in the previous CIP.

Senate Bill 994 (SB 994) provided a one-time payment of $10 million to Lane County. This fund will be available to the County in FY 08/09. In response to Board of Commissioners Chair Stewart's request for project proposals for use of the SB 994 monies most Cities provided their project proposals. The links below provide additional details on SB 994, Cities' projects, locations, and their costs.

Draft 09-13 CIP Executive Summary Tables- These tables show the proposed schedule of projects and estimated costs over the five-year program. Some categories are shown with blank dollar amounts to indicate elimination of projects.

Jan 15 Roads Advisory Committee Memo-   In this memo to the RAC staff introduces the Draft 09-13 CIP and the mythologies used for project selection and scheduling of projects. The referenced attachments are also available from the following links.

09-13 Draft CIP Project Prioritization Matrix- This spreadsheet was provided as Attachment 1 to the Jan 15 RAC memo. This is a spreadsheet tool staff used to identify and evaluate projects for inclusion in the Draft CIP09-13.

Project Information Sheets- The sheets were provided as Attachment 2 to the RAC memo. It contains individual project scope, describes existing conditions, location, and an image of the existing roadway including proposed solution.

SB 994 City Project Prioritization Analysis- Similar to CIP Project Prioritization Matrix this spreadsheet was used to evaluate the City requested projects. In this release this spreadsheet has been added with the proposed county pavement preservation projects at the direction from the RAC at its January 23 meeting.

City Project Location Maps- These maps show the location of City project area.

SB 994-RAC Packet- This contains additional details on SB 994 including initial letters and emails submitted by Lane County cities to the County that were used to develop the CIP draft materials. Letters that came in later are included in the February 27, 2008 RAC packet materials .

The RAC is also accepting written comments from public, agencies, and interested parties until March 5, 2008, and RAC will provide a recommendation on the CIP to the Board of County Commissioners at its March 26, 2008 meeting. Your comments received at the Transportation Planning Division at the address given below within the 30 day comment period will be reviewed by the RAC in the next meeting. You are encouraged to provide testimony before the RAC members in the Public Hearing.
