Division Overview

The division’s core functions relate to transportation system operation and management. This includes:

  • Development for Board adoption of long range (20 or more years) transportation plans for the metro area and countywide, and of (5-year) capital improvement plans;
  • Processing Board priorities on federal/state revenues for highway, transit, air, rail, and port facilities; road data inventory maintenance;
  • Participate in the Central Lane Metropolitan Planning Organization;
  • Coordinate with other transportation agencies working in the Eugene-Springfield Metropolitan area, and with all Lane County cities, to produce and adopt transportation planning documents and provide opportunities for public participation in developing these documents;
  • Review of private development for transportation impacts and county road requirements: geographic information systems (GIS) services;
  • Design specifications for traffic signals, signs and markings for road improvement projects;
  • Traffic sign production and maintenance, pavement striping and markings;
  • Electrical traffic signal maintenance, other electrical services as staffing allows

Applicable Federal and State Mandates:

  • Oregon Revised Statutes (ORS) 197, and state land use Goal 12 as implemented by Oregon Adminstrative Rule (OAR) 660-012;
  • Title 23 Code of Federal Regulations (CFR), Part 450 Subpart C;
  • Lane County General Plan and Comprehensive Plan, including Eugene-Springfield Metropolitan Plan, and Lane County Transportation System Plan (TSP);
  • Lane Code and Manual Chapters 15; Manual on Uniform Traffic Control Devices in Title 23 CFR, Part 655, Subpart F.

Division Objectives for FY 08-09

  • Collaborate in efforts to pursue 2009 statewide transportation funding legislation, 2009 federal Highway Bill legislation, and other major funding sources.
  • Work with partner agencies to begin update of Metropolitan Transportation System Plan.
  • Provide Board support and work with Oregon Department Of Transportation (ODOT) and other partner agencies to complete the Beltline Corridor Study.
  • Provide Board support and work with partners to process Lane County priorities for ODOT Area 5 revenue programming processes.
  • Pursue delivery of GIS and other division services to other contracting agencies.
    Begin and complete GPS data collection of county roadside data.
  • Complete 100% Assessment and Taxation map conversions (300 of 3,600 maps countywide),and pursue additional Department of Revenue monies to convert additional maps.
  • Continue to work with Surveyor's Office to refine and correct any problems with survey control data and/or the spatial accuracy of the tax lot data.
  • Complete traffic device plans for Irving Rail Road crossing, Harvey Road, Hayden Bridge Way/Pioneer Parkway, and Lane Transit District’s Bus Rapid Transit “EmX” Gateway, and provide traffic engineering oversight on road improvement projects.
  • Maintain all county traffic signals in working order.
  • Stripe all county roads and contracting city streets.
  • Produce, replace, and maintain all county road signs and signs for other agencies.
  • Continue timely development review for transportation impacts, for LMD and cities.
  • Continue accurate Road Management Information System inventory data maintenance.

Key Accomplishments of Fiscal Year 07-08

  • With agency partners, processed adoption of the 25-year, $2.3 billion Regional Transportation Plan and associated $301 million 4-year capital programming document.
  • Processed Board adoption of priorities for $4.1 million in ODOT highway funding for the 2010-2013 Statewide Transportation Improvement Program; $74.5 million in highway funding for the 2010-2015 STIP given a large funding package; and $2.6 million in ConnectOregon funding for air, transit, marine, and rail projects for Lane County. Lane Transit District was awarded $656,000 for a Veneta Transit Station.
