Long Range Transportation Planning                                    

 

 

Long range transportation planning activities include managing processes and producing policy documents for county adoption. These efforts are typically carried out to comply with state land use law and other state and federal mandates to provide adequately for transportation in Lane County. Due to the interconnected nature of all transportation systems in the county, planning activities include extensive coordination with all cities within Lane County, the Lane Transit District, the Oregon Department of Transportation (ODOT) and other agencies. Examples of planning and policy documents include the Lane County Transportation System Plan (TSP), the Eugene-Springfield Metropolitan Area TransPLan , ODOT highway facilities plans, and city transportation system plans which must be co-adopted by Lane County. Staff also participates in ODOT refinement plan studies that analyze alternatives to address congestion and safety issues on state highways and provide opportunities for the public to participate in developing solutions.

Revenue planning and programming activities include tracking federal and state revenue legislation, and identifying and implementing strategies to access additional funds. The Transportation Planning and Traffic (TP&T) Division is responsible for providing opportunities for public participation, and developing informational materials for the Board of Commissioners, who makes recommendations to the state about federal and state transportation funding priorities for state facilities.

Lane County staff also participates in the Central Lane Metropolitan Planning Organization (MPO), which manages federally-mandated transportation planning activities through the Unified Planning Work Program (UPWP) and produces the Regional Transportation Plan, a federal planning and fund programming document.
