Overview of the STIP Modernization Program
Every two years, ODOT goes through a development and public review process for their Statewide Transportation Improvement Program (STIP). This statewide document includes four-year funding allocations for all modes of transportation funded by ODOT. ODOT requests input from citizens, local agencies, Area Commissions on Transportation (ACTs), Metropolitan Planning Organizations (MPO), other stakeholders, and other state agencies. Lane County participates in the modernization component. Modernization includes major state highway and road improvement projects, such as the Interstate 5 at Beltline Interchange project currently underway in Springfield, Oregon.
ODOT develops a STIP priority list of modernization projects based upon the input they receive and upon the current statewide eligibility criteria and prioritization factors. Go to the STIP 2010-2013 website to see the 2010-2013 project eligibility criteria and prioritization factors.
Lane County generally uses a two-step process for gathering input and advising ODOT on STIP modernization projects. First, the Metropolitan Policy Committee (MPC) gathers input from residents of the Central Lane Metropolitan Planning Organization (MPO) area, and sets MPO priorities. The MPO is a federally designated area used to allocate federal funds, including transportation funding, based upon the 2000 population census. It includes the metropolitan area of Eugene-Springfield, and Coburg. The voting MPC also includes officials from Lane Transit District, ODOT, and Lane County.
Then, Lane County's Board of County Commissioners (BCC) holds another public process to consider the MPO priorities along with priorities from other cities in the county outside the MPO. The BCC adopts an Order recommending priorities to ODOT. Typically, and because more projects are needed than can be funded in any given STIP cycle, ODOT expects that this preliminary list will be about 150% of the allocation that an Area can expect to get. Based upon state legislation, Lane County usually receives approximately 24%-32% of the total Region 2 allocation.
After the Areas complete their preliminary priority setting process, ODOT Region 2 combines these preliminary priorities with the other 3 Areas in the Region and returns a "straw proposal" to all the Areas for comment. Lane County's BCC holds another public process on the proposal and returns it to ODOT again. ODOT's Region 2 combines all the proposed priorities, and may further revise it, into a unified list of priorities. This list is forwarded to the Oregon Transporation Commission (OTC) for another public hearing. The OTC is a governor-appointed commission that sets policy and priorities for ODOT. The OTC adopts a 2010-2013 STIP and sends it to the Federal Department of Transportation for review and approval. See the Statewide Schedule and the Region 2 Process for more information.
It is anticipated that the ODOT STIP website will provide updates as to state public review and comment deadlines as the process goes forward. This site will also be updated as Lane County Transportation Planning staff becomes aware of new information.
