The American Rescue Plan Act (ARPA) is a federal program that provides assistance to low-income households for home heating and energy bills. This temporary covid relief program will start July, 2021.

Funds are disbursed on a first-come, first-served basis. Home bound applicants can be assisted with completing their applications at home.

ARPA payments can be applied to Electricity, Gas, Wood, Pellets, Oil and Propane.


ARPA Qualifications

  • Applicant must live in the household
  • Account holder must live in the household
  • Households must meet income qualifications for their household size (see below table)

Application Process

  • Apply one time per household at the link below.
  • Clients will be contacted by the agency closest to them according to their age group.
  • Agencies only take as many applicants as they can process in one month. If the waitlist is closed, check back the following month.
  • Even though you are on a waitlist, a ARPA payment is not guaranteed. Please continue to pay your utility bill
  • Check the Energy and Weatherization home page to see if there are additional programs you may qualify for.
